President of the Management Board, Portuguese Environment Agency (APA)


Mr. José Carlos Pimenta Machado has a degree in Environmental Engineering from the University of Aveiro, a post-graduate degree in Environmental Engineering from the Faculty of Engineering of the University of Porto, a Master in Public Administration from the Catholic University, and the Advanced Studies Course in “National Defense”.


He has dedicated his professional life to the environment, focusing on water resources management.


Since 2 September 2024, he has been serving as President of the Management Board of the Portuguese Environment Agency (APA). From May 2018 until the beginning of September 2024, he served as Vice-President of the APA's Management Board, on a replacement and service commission basis.


From 2011 to April 2018, he was the Regional Administrator of the Administration of the Northern Hydrographic Region (ARH do Norte), a decentralised APA department in Northern Portugal.


Since 2018, he has been a member of the board of the Institute of Hydraulics and Water Resources (IHRH) at the Faculty of Engineering of the University of Porto and, since 2023, a member of the General Assembly of the Institute for Sustainable Construction (ICS) of the University of Porto, for the four-year period 2023-2026.
