Bios
Alexandra Ferreira de Carvalho received a Law degree from the Faculty of Law, University of Lisbon, in 1992. Since November 2014 to present day, she has held the position of Secretary-General of the Ministry of Environment, in which capacity she is responsible for coordinating the international activity of the Ministry and designing strategies for green growth which can ensure the transition process towards a low carbon society. Since January 2017, she is also managing the Environment Fund, financial instrument created in 2017, which aims to support environmental policies for the pursuit of Sustainable Development Objectives, contributing to the achievement of national and international goals and commitments, in particular those related to climate change, water resources, waste and nature conservation and biodiversity.
In the 10 years prior to this, she was the Director of the Department of International Relations of the Ministry of Environment and Spatial Planning, whose mission was to enhance the international activity of the Ministry in the European Union and in bilateral and multilateral bodies, to streamline the management and procedural instruction of European pre-litigation and litigation procedures and to strengthen the role of the Ministry in defining and implementing development cooperation policies.
In 2007, she coordinated the Ministry’s participation in the Portuguese Presidency of the European Union. Between 2001 and 2002, she served as an advisor to the Regional Department for Environment in the Algarve. Between 1992 and 2001, she worked at the Office for Legislative Affairs in Macao and actively participated in the process to revise the main acts of legislation within the local legal system and in the negotiations of the Luso-Chinese Joint Liaison Group.
