Mr. Chen graduated from Dalian University with a degree in Fine Chemical Engineering, and earned a MBA from Central City University (USA). He is currently Deputy Chief Engineer of Shenyang Chemical Research Institute, Secretary-General of the National Dye Standardization Technical Committee; Executive Deputy Director of the National Dyeing Quality Supervision and Inspection Centre; Professor and Senior Engineer; Senior Specialist of the Sinochem Group, Member of the Expert Committee of China Dyestuff Industry Association, Member of the Food Additives Sub-Committee of the National Food Safety Standard Review Committee, Member of the National Dangerous Chemicals Management Standardization Technical Committee, Chairman of the Dyeing Auxiliaries Sub-Committee of the National Dye Standardization Technical Committee, Visiting Professor of Dalian University of Technology (Fine Chemicals – The Country´s Key Laboratory). Mr. Chen enjoys the Government´s special allowances.

Mr. Chen is mainly engaged in technical research and development, quality supervision, inspection and standardization of fine chemicals. For over 30 years, he has organized, established and optimized the standardization systemfor the dyeing industry. He also took part in the revision of the national and industry standards for the dyeing and food additives (synthetic colorants) industries.
