Graduated in Environmental Engineering awarded by the Faculty of Science and Technology of the New University of Lisbon.

Relevant professional experience on Climate Change, Air Quality, Noise, Ozone Layer, Fluorinated Gases and Indoor Air Quality.

Large involvement on EU and international policy and legislative procedures, participating and being national representative on international and EU policy and negotiating fora, including the Management Board of the European Chemicals Agency and participating in both Portugal’s 2000 and 2007 EU Presidency. Headed several units having practice also on teams’ management, having started some and taken others to the next level, thus being experienced in motivating and driving teams towards deliverables.

Present:

Since March 2013, member of Management Board of the Portuguese Environment Agency, being responsible for, among other issues, Climate Change Policy, Ozone Layer, Air, Noise, Chemicals, SEVESO, GMOs and Environmental licensing. Is also responsible for the Portuguese Carbon Fund management.

Relevant previous positions:

From May 2012 until March 2013 was responsible for Climate Change Department at Portuguese Environment Agency (APA, I.P.). Main responsibilities include promotion, development, coordination and implementation of national climate change policies and instruments and international climate change negotiations.

From May 2007 to May 2012 was Head of Unit of Air Pollution and Climate Change, which included as main tasks the implementation and managing of EU – Emissions Trading Scheme, coordination of national system for emissions inventories of GHG and air pollutants, as well as legal implementation of international and EU rules on Climate Change and promotion, coordination and implementation of National Emission Ceilings, Ozone Layer and F-gases matters.

In June 2004 to May 2007 was Head of Unit of Strategies for Air and Noise in Environment Institute (former APA) being responsible for the promotion, coordination and implementation of all the issues related with Air Quality and Air emissions, Noise and Indoor air quality.

Previous experience as officer in services related to air and noise included technical support and coordination of prevention and control of air emissions.

Began working in Civil Administration in 1993 at National Meteorological Institute as meteorologist.

 

Speaker Abstract

Portugal has over-achieved its first commitment period target under the Kyoto Protocol and continues committed in delivering on climate policy goals already established under the Kyoto Protocol and the European Union climate and energy package up to 2020.

After peakingits emissions level in 2005, emissions have been consistently decreasing, telling a story of successful decoupling of emissions and economic growth. This is a trend that Portugalintends to continue and reinforce.

More than that Portugal is looking ahead to 2030 and beyond. It is mainstreaming green growth as a key driver towards sustainable development, to promote a competitive and resilient low carbon economy, high efficiency in resource use, competitiveness and jobs.

An ambitious long term commitment – the Commitment for Green Growth– hasbeen launchedrecently and under this overall framework the ground is being laying down for a more robust national climate change architecture that allows to better deliver on national mitigation efforts, increasing resilience and adapting to a changing climate.

Portugal is actively engaged in the negotiations of an effective, ambitious, fair and legally binding International 2015 Agreement in order to address climate change and limit its impacts effectively, equitably and in a long-term perspective.
