Mr. Jia Qiumiao has long engaged in policy researches on economic and energy development, energy conservation and tackling climate change. He is a member of the National Carbon Market Development Team. He has also presided over the preparation of Beijing 13th and 14th Five-Year Plans for Energy Conservation and Coping with Climate Change, and the Beijing’s Carbon Neutral Action Plan.
